Forest Lake Association Trustee Meeting

MINUTES
Welcome – Jan
Jan called the meeting to order at 6:32 PM.
In attendance: Gino, Greg, Cathy, Jan, Paula, Ted, Debbie, Heidi, and Hilarie.
There were no people outside of the trustees present at this open to public meeting.
Secretary Report – Paula
Paula reviewed the April 15th meeting minutes. Minor grammatical edits were made. Ted made a motion to accept the minutes; Heidi seconded the motion. All voted in favor.
Treasurer Report – Ted
Ted submitted the following report:
Paula made a motion to accept the Treasurer’s Report as is; Debbie seconded the motion. All voted in favor.
Committee Reports:
Newsletter – Debbie
- The newsletter is complete and all the copies are here at the meeting. Trustees are labeling and sealing them now during the meeting. There are about 300 labels after duplicates.
- Debbie noted that costs are going up a bit. It was suggested that for the September meeting we add an agenda item to get newsletter “stamped and shipped” price quotes.
- Also, Debbie will email copies to the town managers of Cumberland, Gray and Windham.
Nomination committee – Ted
- Paula is potentially stepping down as recording secretary after the annual meeting.
- Gino, Heidi and Ted terms trustee expiration is 2025 and will need to be nominated.
- Alternative trustees are Antonio, Hilarie, Donald, Pat and Connor.
- Officers are the same, as Paula chose to extend her tenure as recording secretary.
Old Business:
Annual Meeting Planning: Jan, Hilarie
- Hilarie saw Jennifer a few weeks ago and confirmed her 30 minute speaking engagement at the meeting. Heidi will keep her rental available to this guest speaker for Friday night. She may possibly see her artwork after the meeting.
- Jan will hang up the signs around the lake two weeks before the meeting.. She will put out an agenda soon. Similar to last year’s agenda, Jan will do introductions and then have attendees introduce themselves. The agenda will not vary much from last year.
- Raffles- The following trustees will secure these raffle prizes:
Paula -Winslow Farms; Ted- Goose Pond, Lakeside Garage, Bru Thru, Cooks Ace Hardware, North Cove Design and Budd’s Service Center; Janene -Shop n Save and Skillins; Heidi- Caddy’s and Jess n Nics; Debbie- Birchwood Brewery and Brickyard Hollow; Gino- Rusty Lantern and Fishermans Net.
Water Quality: Paula, Janene
- Paula reported out, as Janene was not able to make the meeting. Ted, Janene, and Paula recently went out to test the clarity and oxygen levels. Their findings were consistent and the lake water quality looks good and healthy. They will continue to go out every two weeks or so, weather permitting.
Plant Patrolling: Connor, Janene
- This report was tabled as neither Connor or Janene was in attendance.
- Paula will follow up with Connor prior to the annual meeting re: presenting a report.
- It was mentioned that state lake data isn’t showing the updated information that we have submitted.
Town of Gray’s Climate Resiliency Committee: Ted, Jan
- One more meeting to finalize
- CCSW got a grant to study water quality
- Pam Wilson with Little Sebago
- Outcome phosphorus regs into the shoreland zoning regulations
New Business:
Recent expenses and process for approving expenditures
- We do have by-laws that state that the president’s discretionary expenditures is no more than $1000 per year with a limit of $500 per expenditure. The process is that any non-budgeted expenditures need to go to the president and ask for that amount.
- Track discretionary funding spending
- Line item for guest speaker
- Line item for annual meeting expense
- We currently have a healthy account.
Use of email for trustee business and requests
- Time sensitive requests might need the email approach but they can initially be made directly to the President and not the entire board.
A discussion about our private lake and the new development occurred and whether people could use the lake due to portaging. Paula will check on portage rules and regulations in Maine.
New updates
- We are once again in the budget for Gray for $2500. Voting is today. Results TBD.
- Ted has been in touch with Inland Fisheries to get a warden to come up.
- Buoys – There are 4 headway speed buoys but Ted thinks that we might need to move one of them located near the islands to a better location so it stands out more.
Adjournment
Ted made a motion to adjourn the meeting; Gino seconded it. The meeting adjourned at 7:35 PM.
