A member of the Forest Lake Association received the following email from the Town of Windham Planning Board office:
=================
Hello,
You are receiving this notice as you have previously requested notification of actions related to the proposed quarry off Lakeside Drive (AKA, “Copp Quarry”). Attached is an agenda for a Town of Windham Planning Board Site Walk on November 23rd. There are links to the application material embedded in the agenda.
The Sketch Plan application will be reviewed by the Planning Board at the meeting on November 25th (agenda still in the making). A public hearing will be held at a later date. I encourage you to submit any new comments that you would like the Planning Board to consider, addressed to them (they can be sent to me), or to attend the Public Hearing, when that is held.

Here is a direct link to the Agenda: AGENDA It contains:
The “Copp Site Plans 10-31-19” and “Copp Sketch Plan Application 10-31-19” links, as well as the “Borrego Sketch Plan Application 11-04-19” and “Borrego Sketch Plan Layout – Lakeside Dr. Windham” links.
I have gone through the documents and can provide a quick summary. I highly recommend however that anyone interested in this matter read the documents in their entirety for themselves.
The updated proposal from Mr. Copp is now for an approximate 60 acre mineral extraction site, as well as an approximate 20 acre solar array power site (site leased to Borrego Solar). A new access road for these projects would be built, beginning at the existing Windham bus stop, running somewhat parallel to Lakeside Drive and connecting in to the existing cleared lot of Mr. Copp. The new extraction site would be executed in 6 phases over multiple decades.
To help all of the residents that are members of, or are dependent on the Lakeside Drive Road Association, I have updated the Google Earth maps I had first done when the quarry was originally proposed. These maps are in NO MEANS 100% accurate. Please refer to the site and sketch plans submitted by Mr. Copp and Borrego Solar for more precise drawings. However these Google maps (with Windham property line and approximate site proposal overlays) will give you a good sense of how this new proposal compares to the 2018 proposal. Hopefully they will also be helpful to see how this new proposal will impact you as a member or dependent of the Lakeside Drive Road Association.
As always, it is the goal of this association board to provide you with accurate and factual information. I ask that any comments posted continue to be respectful towards parties both for and against these proposals.
Thank you,
Scott Campbell – President, Lakeside Drive Road Association
